Our founding partner

EC Fiber, an established and successful municipal Communications Union District currently serves over 7,000 customers in 31 member towns in central Vermont. EC Fiber is committed to including neighbors with limited resources in its municipal broadband network, and has been providing subsidized service to low-income households during the pandemic. To further advance this goal, EC Fiber has generously supported the creation of the Equal Access to Broadband Inc. (EAB) to facilitate the delivery of quality broadband service to families with lower incomes. 

Our Staff

As of July 2022, EAB has hired its first Executive Director, Dr. Andra Daunhauer (she/her). Andra worked with children and families in their homes and community-based settings for many years. She currently focuses on supporting interdisciplinary teams to enhance the relationships among service providers and the communities they serve, encouraging reflective practice, and promoting natural systems approaches to systems of care. Her formal education includes degrees in Psychology, Child & Family Studies, and Ecopsychology. She has extensive experience using evidence-based programming and practices which promote individual, family, and community resiliency.

Our Board

EAB’s volunteer board of directors represent a range of distinguished professional backgrounds and are united by their belief in the importance of access for all.

  • Ken Cadow: Director, Green Mountain Development Corp.; Assistant Principal, Oxbow High School, Bradford, former Director of Career Pathways, Randolph Union High School, 2017 Vermont State Champion of Education.

  • Nancy Cornell: Vice Chair, MapleBroadband (the Addison County Communications Union District); publisher of professional educational articles; and retired Associate Superintendent of Schools, Addison and Rutland School Districts.

  • Peter Drescher: Director of Technology and Innovation, Essex Westford School District, Vermont; State Director of Education Technology for the Vermont Agency of Education; former Board Chair of the national State Education Technology Directors Association.

  • F. X. Flinn, EAB Secretary: Chair of the Governing Board, ECFiber; Chair, VCUDA; Founder, Expert Systems Development Corp, (information technology); former CIO of Narragansett Bay Insurance, Publisher, Waldenbooks, and Managing Editor, Bantam Books.

  • Holly Groschner, J.D., EAB Chair: Retired President of Vermont PBS; former General Counsel, Crown Castle International and Vermont Telecom Authority; former Partner, Downs Rachlin & Martin LLC.

  • Rebecca Holcombe, MBA, Ed.D.: Former Secretary, Vermont Agency of Education; Director, Teacher Education Program, Dartmouth College; instructor, Boston College, Lynch School of Education and Human Development, school principal and educator, Vermont and New Hampshire.

  • Chuck Sherman, PhD., EAB Treasurer: Director, ValleyNet; President, Dartmouth Club - Upper Valley, Trustee, Vermont Institute of Natural Science, and Dartmouth-Hitchcock Institutional Review Board; retired, National Institutes of Health, health research policy analysis.

  • Stan Williams: CFO and Director, ValleyNet; Stan is a co-founder of ValleyNet and the principal thought leader behind the creation of ECFiber; Director, Hubbard Brook Research
